Job Description

***State or Federal Government Housing Program experience is mandatory.***

We are seeking a skilled and detail-oriented Business Analyst (BA) to lead the discovery process for a Common Application for Affordable Housing. This role involves working closely with stakeholders, including the Executive Office of Housing and Livable Communities (EOHLC), to gather and document requirements for a multi-program housing application system. The BA will be responsible for understanding the agency s needs and ensuring that all aspects of the common application are clearly defined for future implementation.

Qualifications:

  • Bachelor s degree in Business Administration, Information Systems, or related field.
  • 3+ years of experience in business analysis, preferably within government, housing, or public sector projects.
  • Proven experience in leading discovery and requirements gathering for complex systems.
  • Strong knowledge of affordable housing programs (e.g., LIHTC, Chapter 40B, MassHousing) is a plus.
  • Excellent documentation and communication skills, with the ability to translate complex requirements into clear and concise documents.
  • Strong analytical and problem-solving skills, with experience in conducting gap analysis.
  • Experience with tools like Microsoft Visio, Azure DevOps, or other requirement tracking software.
  • Ability to work collaboratively with cross-functional teams, stakeholders, and technical experts.

Preferred Skills:

  • Knowledge of CRM platforms or grant management systems.
  • Experience in systems that support lottery or housing application processes.
  • Familiarity with data integration and API documentation.
